Program Director, Pricing Support

Salary: $921,000.00 - $11,000.00

Statement of Purpose:

To maintain and expand employment opportunities for people who are blind by assisting NIB affiliated nonprofit agencies in the development, analysis, and negotiation of prices for products and services with government and private sector customers while ensuring compliance with the FAR, DFARS, U.S. AbilityOne Commission policies and procedures, Cooperative Agreement requirements, and other Federal statutory and regulatory requirements.

Education:

  • An undergraduate degree from a regionally accredited college or university (Bachelor of Science in Business Administration preferred).  An equivalent combination of education and experience may also be acceptable.

Training and Specialized Knowledge:

  • Knowledgeable of the Federal acquisition landscape, Federal Acquisition Regulations (FAR) (required), Defense Federal Acquisition Regulations Supplement (DFARS) (required) and their applicability to contract administration and pricing for federal and AbilityOne products and services.
  • Knowledgeable of US AbilityOne Commission policies, procedures, and compliance requirements (desirable), particularly as they pertain to establishment and maintenance of Fair Market Prices (FMP).
  • Knowledgeable of and experienced with proposal analysis techniques covered in FAR Part 15 and applicable regulations and memoranda associated with preparing and analyzing prices on Federal acquisitions (2 CFR 230, Cost Principles for Nonprofit Organizations; Service Contract Labor Standards; weighted guidelines for profit, etc.).
  • Good to excellent knowledge of market research practices and cost-plus price development (including indirect rates) as they pertain to pricing for and compliance with federal and commercial product and service requirements. 
  • Proficient with Microsoft Office applications with emphasis on MS Excel at an intermediate level of proficiency. 
  • Demonstrated communication, organization/project management, negotiation and management skills and experience (desirable).
  • Demonstrated excellent oral and written communication skills.

Experience:

  • 5 years experience in contract administration, pricing, accounting and/or finance.
  • Experience managing/supervising subordinates (3 or more) desirable.

 

Travel

  • Visits to nonprofit agencies, Government Agencies, other NIB office and NIB meetings as required (up to 10%)
